The Houston Chronicle obtained financials and minutes from a tiny foundation that was initially created to supplement scientists' government salaries at the state's $3 billion cancer-fighting agency. Records showed the foundation had been losing money for at least two years, as its own administrative, PR and lobbying costs skyrocketed.
